Principles

According to the Constitution, the Government is the major executive collective body and is led by the Prime Minister. The Ministers are nominated and approved by the President, while the candidacy of the Prime Minister is subject to approval by the Parliament.

Structure of the Government

Currently, Kazakhstan has 16 ministries. This figure represents a significant decline from the country's 42 ministries in December 1997. This new governmental structure has lowered the budget burden by 30%. A more detailed description of the Government’s structure is presented below.

Municipalities

Local executive bodies are represented by akimats. The country has 14 oblasts (states) and two republican-level cities (Almaty and Astana).

Executive branches in municipalities are represented by akimats. Akims are the heads of these municipal bodies; the Akims of the oblasts and Astana and Almaty are appointed and dismissed by the President, and the akims of rayons (districts) and smaller cities are appointed by the relevant akims above them in the hierarchy.

The scope of their authority includes: designing and implementing social and economic programmes, executing local budgets, managing municipal properties, etc.
